A family residence permit does not authorise work — residence and work are separate authorisations in Turkish law. However, a foreign national married to a Turkish citizen and living with them in family union is relieved of several of the evaluation criteria that defeat ordinary work permit applications, most importantly the requirement that the employer keep five Turkish employees on the payroll for each foreign worker. This is the question that decides whether a binational couple can actually build a life in Türkiye, and it is answered wrongly in both directions — by people who assume the family permit lets them work, and by people who assume a foreigner cannot realistically get a work permit at all.

Residence and work are separate

Holding a family residence permit makes your presence lawful. It says nothing about employment. Working without a work permit exposes both the foreign national and the employer to administrative fines, and it creates precisely the kind of record that surfaces later in a citizenship file. A work permit granted to a foreign national also functions as a residence permit for its duration, which is why some spouses eventually hold the work permit alone.

What marriage changes

Ordinary work permit applications are assessed against criteria designed to protect the domestic labour market. The one that stops most applications is the ratio: the employer must generally employ five Turkish nationals for each foreign worker at the workplace. There are also minimum capital expectations for the employing entity and salary floors keyed to the role.

How the application runs

  1. The employer applies to the Ministry of Labour and Social Security. A foreign national cannot self-apply; the application is made by the entity that will employ them.
  2. The marriage is evidenced — population registration record showing the marriage, joint address registration, and the residence permit.
  3. The role and salary are assessed against the criteria that still apply. The exemption removes several criteria; it does not remove all of them.
  4. The permit issues for a defined period tied to the employer, and functions as a residence permit for that period.

Changing employers

A work permit is tied to the employer. Moving jobs means a new application, and the transition must be seamless — a gap between the old permit ending and the new one starting is a gap in lawful status, which matters enormously if you are also accumulating time toward naturalisation. Couples who intend to rely on the five-year route should consider keeping the family residence permit running alongside the work permit precisely so that a job change cannot break continuity.

Running your own business

Spouses frequently ask whether they can simply incorporate a company and employ themselves. It is possible, but Turkish law provides no standalone “company owner” work permit: the permit rests on an employment relationship, and the employer-side conditions attach to the company regardless of who owns it. A company incorporated shortly before the application, with no trading history, reads as an immigration vehicle and is treated accordingly.
